On the brownfields front, EPA has a mapping tool that at least might be a start, but I don’t think it’s fully comprehensive (as in, I think there are sites that would qualify as brownfields that aren’t in the mapping tool). EPA also has this page with maps and databases of clean up sites; the brownfield sites from that site will qualify under the “safe harbor” provision (I haven’t used these enough to know e.g. what overlap there is between the two tools; I’m also not sure if that webpage might also include superfund sites, or those under a consent decree or RCRA corrective action — those are “too dirty” to qualify). There are also state databases for some states. To be clear, there definitely are still uncertainties about what sites will qualify — the guidance definitely didn’t resolve all ambiguities and questions; that’s not just you! — but a number of folks are optimistic that a lot of sites will ultimately qualify."
