plugins: 2 fixes when an installed plugin was removed from filesystem

When the plugin was once insalled in kalkun, but the files of the plugin have been remove from the filesystem, there were php errors.

Buggy cases now fixes:

• when listing the available plugins
• when deleting an installed plugin that isn't on the filesystem anymore
