Name of related component: Management API

Request summary:
Provide API functionality to create and manage custom audiences.

Use Cases:
A third party application might want to create custom audiences based on the 
data in receives from the shop API as well as the Google analytics API. Right 
now, we only have dynamic retargeting. Allowing external APIs to create custom 
audiences might give us more controll.
