Increase 20 properties per account limit

There is an upper bound of 20 properties per account.  This is according to 
https://developers.google.com/analytics/devguides/config/mgmt/v3/mgmtWebproperty
Guide.

There is no such limit for Analytics UI users, apparently.  I am able to create 
more than 20 web properties per account manually.  However, this is going to 
take a bit long, I need to add about 800 web properties and then have a few 
added monthly automatically.

There is no longer a separate limit for the API compared to the UI.
The documentation has been updated. Please update this thread if you actually 
receive an error message when creating a property with the API.
