Remove blockage in case of attachment failure in podagent #11

  1. Updated event queue management to remove delay/blockage in case of attachement failure
  2. Added persistent storage to retain attachment config to avoid readd in case of pod agent restart
  3. added go mod
  4. added cleanup in case of pod deletion
