Nations Affected by a large amount of occupation resistance #191

not having enough supplies is a huge issue as basically every nation i play gains a huge amount of resistance which hinders my gameplay and i cant build anything since its all on repair. this is very frustrating i cant fulfill my Divisions ever.

Russia and Nations that have civilian Goverment as garrison law
