Frigates are classified as submarines, so when you create a new task force and select submarines, frigates will also be included.
Steps to reproduce
Play a tag (i.e. GER) that has frigates and submarine sin one fleet, select 'Create a new task force' and select 'All submarines.'
Possible Cause
Frigate equipment most likely has an incorrect category.
