I am in the 3rd Civil War and I can't change to War Economy cause it says I can't replace it and that I need at least 60% War Support even though I have 100% War Support and 100% Stability.
I am not sure if it's supposed to be like that or not.
Steps to reproduce
Go down the Orthodox Path
Stand Firm on all the disputes between each of the American Nations
And go to War
