Continue support for totaling contributions on the linked/merged pull request. This will enable support for compensating pull request reviewers and synchronizing the calculation and permit generation once the bounty is completed. Be sure to cap the rewards PER contributor to the bounty price. If the bounty price is $100, and if a contributor earned $100 of comment rewards, the bot should immediately leave a warning comment letting them know that their contribution rewards are capped at the $100. This should disincentivize core team from "tutoring" low performing bounty hunters. The last part of this puzzle to solve is to allow reviewers to drop the bounty in a way that 1. is in line with the bounty hunter expectations and 2. doesn't make the bounty hunter feel bad/discouraged.
Reviewers take a risk for a bounty not being completed by a low performing hunter. Technically they could push it over the finish line by producing the last of the code and closing the pull request (I've done this before) in order to collect their comment incentives. If the bounty is not completed, nobody should receive their incentives.
