This PR adds a license file as requested in #25, reformats README and NEWS to Markdown, adds badges to the README and adds GitHub actions.

On LICENSE file:

You included "BSD 2-Clause License" in the 1st line. Is this a part of Fedora's "requirement"?
Your patch does not copy my licensing text, so I will commit the original version instead.

I will not take other changes. README and NEWS are not intended to be fully Markdown, so please do not reformat.
