Added UnSift on Space (USOS) for baudot as an option #46

Hi Kamal

Here is my modest contribution to minimodem. It makes USOS for baudot optional so that messages not adhering to the convention can be decoded correctly.

Hope you're happy to merge it.

Thanks very much for this needed feature, Richard. I've merged this as commit 41f2158.

If you're inclined, please post a note about the RTTY broadcast you're decoding and your fixed result, here for posterity.
