Windows installation readme #49

This PR includes a guide for installing minimodem on Windows using Cygwin. I've included a section at the bottom that goes into detail on how to install the packages using Cygwin, because the Cygwin package installation procedure isn't entirely obvious.

I just set up a fresh virtual machine running windows to test this guide, and followed the installation instructions step-by-step, and it built and installed minimodem successfully without any error.

Looks great -- thank you very much @fanfare. This has been merged as commit ac63965. FTR, I changed the file mode from 755 to 644 (but I left the CRLF line endings; seems appropriate!)
