Edit the wiki to explain that

MSC1915 is just a copy of MSC1194
It proposes a behaviour which copies the behaviour of MSC1194, which has lead to various user reports of breakage, and is illegal under GDPR.
It ignores all feedback given on the original MSC1194, possibly in an attempt to bury the original MSC following our ban from the Matrix.org repos and rooms, preventing us to provide any counter-argument.
