Trying to implement Network Scanner. May have to make the user add it manually.

Decided to go with manually adding a garden on the Web Application. We can revisit the Network Scanner for the Web Application when we have more time. For now, we can encourage uses to download the mobile app to use the Network Scanner feature.

Awaiting server implementation.
