Upgrade Smarty #46

The current version of Smarty is something like 2.6.21 according to:
http://www.smarty.net/download.php

Right now, from what I can tell, we're on 2.6.12, so we should upgrade.

Should we even package smarty with it?  I'm not sure what (if anything) 
albright may
have done to hack smarty, but it's doubtful you or I will do any custom smarty 
hacks.
 This would help reduce overhead possibly.

From what I can tell, he never actually changed it.  I think he just wrote his 
own 
modifiers for it instead (and so did we).

I move that we test the most recent version, and then drop the smarty package 
from
the svn if everything works.  We'll have to continue to package any smarty 
plugins
that are nonstandard though.
