(Documentation) Add documentation for OTEL ad Prometheus

• Add generic description of how we work with OTEL
• Add instructions for OTEL Collector
• Add instructions and examples for NodeJS, Go, and Python
• Add instructions for Prometheus with remote_write

NOTE: The Python instructions are technically wrong, pending a release of the Python OTEL lib (should happen within a few working days)
