I'd appreciate some early feedback; this is still WIP. Some remarks

~We should probably rename this to UserLevelFailureMitigation, which describes the kind of fault-tolerance it provides more precicely.~ ✓
~Error handling is still missing~ ✓
MPI_Comm_agree() is added in #661
MPI_Comm_is_revoked() is added in #662
MPI_Comm_ack_failed() and MPI_Comm_get_failed() missing (depend on an abstraction around MPI_Group).
