Reproducible steps (1... 2... 3...) that cause the issue
Upload a csv file in media library in Sitecore in any environment, now ask another user to click on that uploaded csv file. When the other user clicks on csv file it gets downloaded with corrupt data.
What you expected to see, versus what you actually saw
It should not trigger the download just by click on csv file. It should not corrupt the uploaded file.
