Reorganized code to match what the actual MAL process instructions say to do.

@Schol-R-LEA Sorry for the very belated reply. I'm going to close this PR for now since it represents in progress work. If you do resurrect this (especially the modula2 implementation) then please submit a new PR. Thanks!
