Even though this project is translated by the community of translatewiki.net, it still contains NO valid licence file.
Contributors are translating it using assuming an open source default licence. Note that all translations made in translatewiki.net itself is under CC-BY-3.0 by default for all translations (as stated on https://translatewiki.net/wiki/Project:About), so your licencing terms MUST be compatible with it.
So you should state the licence clearly:
Please fill in the licence in this repository (complete the existing README.md file, or create an LICENCING.txt file)
Also, the absence of licence info in this GitHub repository means that your project is still not suitable as opensource (legally it is still subject to copyright and considered proprietary).
If you do not give an appropriate licence, your project will be submitted for possible deletion in Translatewiki.net, for lack of compliance.
And independanty of that, nobody can legally reuse your project for which you provide no licence at all.
According to point 4, this is YOUR responsibility to assess that you own all legitimate rights.
And according to Translatewiki.net terms, all translations made there and that you reimport in your project are already subject to CC-BY-3.0, which REQUIRES you to explicitly state this licencing: https://creativecommons.org/licenses/by/3.0/:
Attribution — You must give appropriate credit, provide a link to the license, and indicate if changes were made. You may do so in any reasonable manner, but not in any way that suggests the licensor endorses you or your use.
You can still provide another (additional) licence for your project, as long as the translations made in translatewiki.net are still covered by CC-BY-3.0 or by an open licence compatible with it (notably, requiring the attribution). As you must already have accepted the Translatewiki.net terms, by creating a user account there and then importing your translation project there, you cannot ignore its conditions and the legitimate right of translators on translatewiki.net doing this work for you!
