A PR to internationalize (i18n) Kandan for RoR part, that is administration screen, registration mail and so on. This implemented #177 partially.

Pending tasks:

Introduce i18next.js for i18n of backbone.js part.
Add configuration options to select its preferable language.
Logic to change HTTP GET parameter with a user preference language.
Synchronize RoR I18N parameter(locale) and i18next parameter(lang).
Improve to keep URL clean by moving get parameter to POST or cookie.
Translations.
Documentation.
