Initial work for Preoptimization. #32

Created file for Preoptimization.py that will constitute the all information pertaining to the methods and algorithms corresponding to optimizing the dataset before use with MLA.

cycon.html now displays more information of the csv dataset for user to gain knowledge to what may be necessary for preoptimizing the before use.

Edited cycon_events.js to incorporate events for checking the initial loaded csv dataset.

Fixes issue #31 for the commit two weeks ago.

No additional pull was available for lca work. Check to make sure that was no missing information for lca.
