Negative counts in Pending drop-down menu #17

The problem can be reproduced in the following way: log in, click Pending, click Choose New Topic. A drop-down menu displays with negative counts against some menu items.

There's a bug somewhere but I'm not sure where. The quickest thing for me to do right now is to recalc the counts.

I have a "secret" page that does that for me if I just visit it on my browser http://airesources.org/_secret/recalc_category_counts.php
