Add new option to stepmania-snaps #1

A line in the config section like "I want to cram XX notes into the space of YY ZZths" and it will calculate the snap you need. XX and YY are number input fields, ZZ is a drop-down with all common-snaps.

For example, if "I want to cram 5 notes into the space of 4 16ths" it will output snap 20.

Should probably say "fit" instead of "cram"
