What is BungeeControl? #2342

I noticed a new file added to the Assets in the latest release called BungeeControl. What exactly does this do on the proxy (I assume it goes on the proxy)?

It is a bungee-only plugin enabling to sync chat and a bunch of other things across network. Install on bungee.
