[fix] Fixed command blocker not working in certain cases + improved its logic

• Fixed command blocker not working in certain cases (for example, the players enter the "/gmc" command, the command blocker would normally not detect it as there is a space in the .startsWith function)
• Made command blocker use the command name to determine whenever to block an command execution or not.)
