V9 shields have too much charge

What is the Version you're running?
Version: 2.0.9.8i

(2) What is your issue?
V9 shields are charging too high

(3) What steps will reproduce the problem?
a)Start a v9 shield
b)Charge a v9 shield

(4) What is the expected output? What do you see instead?
V8.2 shields give an aproximately 20% increase in charge over the 8.0
v9 shields give double the charge.  I believe this is too high.  Momo you be 
the judge.

(5)Please provide additional information below.
a) what where you doing when you discovered the problem?
Charging shields
b) are you able to retrace your steps in order to reproduce the problem?
