How does the numpy wrap the LAPACK and BLAS ?

• would this method/recipe work until LAPACK 3.2.2? According to a discussion thread, some changes are necessary to make f2c version of the LAPACK. According to a QnA using c wrap seems recommendable
• would this be applicable to python 3.x?
