Additional suggestion: Theodo's article refers to the following article when it comes to the minimum consumption representing 30% of the peak consumption: https://www.extremetech.com/computing/280364-why-intel-tdp-measurements-dont-reflect-real-world-power-draw but I'm not sure where they get this specific info.

@marclrnt Indeed, the link in Theodo's article doesn't point to something explaining the 1/3 of power consumption at minimum. The comment by Vincent from Bearstech at the end of Etsy's blog post does however, but it's not research material:

Also those server processors don’t use C-states and have a very high minimum power consumption (about 30% of their max).
