Deploy courses from external repos #1536

Is your feature request related to a problem? Please describe. It will be impossible to manage every single course in this repo. It would also be impossible or hard to manage authorization for merging changes into individual courses.

Describe the solution you'd like

allow course maintainers to have their own course repos
the main deployment should fetch course data from these repos
there should be a CI template for the course repos that validates deployment
research potential security issues
