Implement `twitter-bot` feature #13

There should be a scheduled --aka cron job-- task running on the backend side (or on cloud function) to periodically scape records from @factfinderbot's mentioned tweets. The scaped data will be saved into firebase datastore and should be displayed on maps on the web UI.
