time zone fixes for NCAA loads. GMT in database. #37

Corrected time zone handling for NCAA import updates and other script corrections. Now all dates will be GMT in the database. UI will flip to local.

👍 +1 for not treated EST as the only timezone. We all know that CST is the real timezone. :-D

Heh. I didn't even know I was screwing it up until I stumbled on it when doing the espn scraper. It should just magically work in all of the UI now. Let me know if you ever see the evil ET.
