Admin screen refactoring #125

Consider refactoring the administrative screens to have three parts: 

1. technical-user centric items (integrators, account admins) to set things
like payment processor codes and some other sensitive items (what would
those be?)

2. non-technical user screens (pure settings on the store, like which
content to be payable, privacy policy, etc)

3. Order management

This may imply making a new role.  More info needed. Suggested by Giuseppe
