manage-getpaid-orders: move out of control panel, pending orders portlet and manage template, similar to cart #138

The manage-getpaid-orders section in the control panel configlet seems out
of place. If deploying a PGP solution, one has to bring administrative but
likely nontechinical users near the Plone Control Panel.

The manage-getpaid-orders functionality and use case seems well suited to a
similar navigation to the PGP cart. 

There should be a portlet to display pending orders in a compact manner.
The portlet should be available in manage portlets, and installed by
default in the profile.

Following a 'manage orders' link would bring the administrative user to a
dedicated view much like the manage-cart view, one which has no proximity
to the Plone Control Panel. There is no need to alter the
manage-getpaid-orders, only a suggestion to adjust it to not be a configlet
view.

This is a nice input to the idea of refactoring how admin area works

Beneficial would also be if we could allow people to have access to part (but 
not
all) orders, for example, if a user manages a warehouse, they only access the 
orders
of that warehouse.
