Checkout process (with UPS enabled) is a bit wonky

What steps will reproduce the problem?
1. enable UPS, add an item to your cart, and start the checkout process
2. once you get to the review screen, hit the 'back' button
3. change the shipping selection, or just hit 'continue' 

What is the expected output? What do you see instead?
I expect to be taken back to the review page with my new info entered.

Instead, it takes me back to the first page (billing/mailing address) with none 
of the info filled in, 
and the JS in the mailing address section is out of sync.  ie, the 'same as 
billing address' checkbox 
is unchecked, but the country dropdown is grayed out, as if it were selected.

is this still happening? i know some bug fixing happened on checkout and the 
back
buttoning...
