Testing shipping method #212

It would be nice to have a shipping method for test purpose. We have now
UPS, which needs UPS login to be tested.

the readme.txt says :
Also note that rates.py currently returns FakeResponse( ) to these requests.
To get a real response from the server, simply comment that line (#66) out
The second statement is out of date, but the method FakeResponse still exists.
