use a micro digital ocean client instead of dop #2

dop hasn't had a release in a while and the delta from it to trunk is incompatible, plus the python api is kinda of hokey. Alternatively try switching out to a different python api client like https://github.com/koalalorenzo/python-digitalocean/

actually its not clear that trunk is incompatible, previous issue was a ref to using DO_SSH_KEY which wasn't supported.

switched to micro digital ocean client in revision 6fe17fa4b49c0798912241d373bd79cf91d02f7c
