It is said in the book that it is supposed to be able to mine, however I can’t find that ability in-game.

Is it? Here's the text in game:

wemt.research.itemStormBreaker.stage.2=After some more exploring of the dungeons existing all around the worlds and dimensions, I have managed to find a method that makes me able to overpower Thor's power, making his Hammer mine. However, the hammer lost its power to summon lightning where I desire it to, and creates a ring of lightning around me instead.

Even from the lore aspect, I don't think it is supposed to be a mining tool
