Are you able to test this change first? I agree with your assessment. I dont know whether or not changing that specific value is the right answer though. maybe completely removing it? I think having ferns grow the fastest is good, but we want to mhave as little dirt show as possible for a dense jungle look.
It's hard to judge as idk how to express or measure what we are talking about but with those changes Ferns seems to behave like Taro does actually.
At start the forest is already there so repartition looks good, it's only after fire or toxic fallouts when the regrowing competition starts. Now ferns are the quickest to regrow but the general pace at which vegetation reconquest dirt zone seems not impacted (that's why I was more for switching the tag to another plants rather than just erase it, and ferns seems the perfect candidate).
Tl,Dr : it only affect the taro/fern ratio but not how plants behave globally ;-)
can you send a screenshot of the after a fire... with ferns at that value?

It was alpha beavers this time but the result is the same.
Noticed on the left ? A floor of ferns and a few taro. I very much prefer that way. What you think?

I noticed that Taro is regrowing way more quicker than Ferns. That don't seems right/logic to me.

In the code I found

set to 2 for Taro (seems to mean that the game permit 2 times more Taro than other - I propose to put that attribute to Ferns)
