REQUEST: derive sway behavior of structures for EC3 design from buckling modes #44

Currently the cross section optimizer component has a flag for setting the structure's sideways sway behavior. It would be less prone to user errors if that option would be automatically taken care of by the design procedure by checking the structure's buckling modes.
