It already does this when the screen shuts off (i.e. the proximity sensor shuts
the screen off).
You can force it to happen (if your proximity sensor is really screwed up and
just won't work) by using the power button to shut the screen off as well but
you may need to slide to unlock the screen when it wakes up.
Getting it to come on as the result of a button push is much harder to do since
by that point the activity is no longer in the foreground and cannot receive
input.
A timer approach would be doable as would a desktop icon/widget.
