I can +1 this, installed the plugin only recently and during duties with voice-acted NPC dialogue (the ones that appear in boxes on the screen, not the cutscene-dialogue) the TTS will read out the dialogue.
I don't know if it's relevant, but I do have the Say What? Plugin which prints NPC dialogue to the chat.
All voice-acted cutscenes I've seen in ARR so far have also had TTS voices. I'm using Microsoft system voices. Trial user here.
Edit: On closer inspection of the code and settings menu, it looks like TTS during voice-acted cutscenes could actually be expected? Although "Read XXX from the dialogue window" sounds like that should be a catch-all. Is this the same bug as the others reported or should I add a feature request to disable it in cutscenes? It's pretty distracting and I'd like to hear the few voice-acted story lines this game actually has :/
There's an option to not play TTS for battle text for voice-acted lines which doesn't seem to be working correctly. I'm not sure what the difference is between that and the regular dialogue, which did work the last time I checked.
