TTS no longer stops during some cutscenes #177

For a long while I did not need to toggle the TTS on and off if cutscenes had voice acting. It now seems to either be removed or something is causing it to not be detected anymore. (Amazon Polly if it matters)

Okay I just saw that it is indeed an option in settings and I have had it active this whole time. Meaning it is broken.
