Add pr. server configurations #3

Make it so that nothing is hardcoded, but is loaded pr. server from the database..

Requires rewriting pretty much every plugin sadly, but it'll be worth it when the bot can be used on multiple servers without issue

For now the config can be used to configure everything the bot does.

Might still have a whack at fixing a per. server config using the database, but not now.
