It seems like ZBOSS doesn't return the neighbors when using the ZDO Mgmt_Lqi_req command.
We'll probably have to use the NWK_GET_NEIGHBOR_BY_IEEE command from the ZBOSS Serial API in order to retrieve neighbor information and reconstruct the Mgmt_Lqi_rsp command for zigpy.
