Alerts - Mark milestone changed for 'Moved' issues, not only area label #137

Queries which are not area-label based (e.g. "no:milestone", or "milestone:2.0.0") will have 'Moved' issues with area label 'highlighted'. We should highlight only labels/milestones which were changed.

Impact: Only 1 query.
