Since we already have a few package-scoped variables for adjusting config settings, maybe we should just use an OO interface anyway. It doesn't have to use Moo since the use of attributes is minimal.

Steal mst's patch.

resolve:

OO-only or support both ways? -> OO being a thin wrapper means we can keep avoiding method dispatch.
new sub right in ::Tiny, or keep it separate as ..::OO?
which set of configs should override the other?

This is implemented in release 0.004.
