A ridiculously simple bug has caused divergent transitions and very high Rhats/low ESS. A scalar parameter for the hierarchical structure of R0 when unused in the model (e.g. for Denmark, a singleton country, run by itself) it does not get a sampling statement in the "model" block. This, apparently, causes the model to fail. Closes #21
