Cannot change the target framework to 2.0

For the GoogleApis project I cannot change the target frameowork to 2.0. How on 
earth did you even manage to get VS2012 as far as not allowing that??? My 
console application can target 2.0 just fine, and when I create a class 
library, it too can target 2.0 like anything else since the last decade.

But when I try to change the target framework for GoogleApis to 2.0 (required 
for my scenario), it won't allow it. In fact, weirdly, it won't allow less than 
two targets. What the hell gives?? How to fix or workaround?
