ci: migrate from circleci to github action

[karlderkaefer]

• move to github actions
• use git-cliff instead of semantic release for writing changelog
• add docker image karlderkaefer/cdk-notifier
• add docker scout CVE scan to security reporting
• upgrade to go 1.22.2
• using goreleaser instead of semantic releaser for releasing
• keep same structure for release artificats
